Commissioners to consider water rate hike Monday




Wilson County commissioners will consider a water rate increase Monday night, as well as higher tap fees, so the county can purchase more water from the city of Wilson and cover debt services on the water system.

The commissioners will meet at 7 p.m. in the Miller Road building.

The rate changes will affect customers in the southeast and southwest water districts.

The county has to buy more water from the city to supply its Southeast District because of the growing number of customers. The extra water from the city costs more than water pumped from Black Creek or Stantonsburg, even though those two towns recently raised water rates. The Southwest District did not make a profit last fiscal year.

County Manager Ellis Williford told the county's Water and Sewer Committee earlier this month that he did not like increasing the rate, but said the county has little choice. The debt service on the water system is $90,000 a year, according to the committee's minutes.

To offset that debt, commissioners will consider increasing the basic water fee $3, from $20.50 to $23.50 per month.

Tap fees for new customers could increase from $500 to $850 on Jan. 1.

Water rates could also be put on a tiered rate. The county's Water and Sewer Committee is recommending the first 3,000 gallons of water should still cost $2.75. The second 3,000 gallons would cost $4, the third 3,000 gallons would cost $5 and anything over 9,000 gallons would be $6.

In other business, commissioners will consider:

* Resolutions in recognition of achievement to Wyatt Scott, who won the grand champion barrow at this year's N.C. State Fair; Kelli Wingfield, for winning the grand champion senior sheep showman award; and Dana Varnell, for winning the grand champion junior sheep showman award.

* Tax refunds for October

* Property tax exemptions for Saint James Christian Church and Wilson Area Habitat for Humanity

* A resolution imposing a gross receipts tax on heavy rental equipment.

* A 15-lot subdivision plat for Wolverston, section 3.

* A new fee schedule increase for 2008 and application for first responder for Bakertown Volunteer Fire Department.

* A report on the Department of Social Services' 2007-08 Leading by Results Community.

* A request from the Health Department for an additional home health staff member due to increasing workloads.

* Declaring a 2000 Ford Expedition, 2003 and 2004 Ford Crown Victorias surplus.

* A proclamation for 2008 Family Caregiver's Month.

* A request from the Department of Transportation for additional streets in the Knollwood Subdivision.

* A request from Raleigh for Wilson County to be a sponsor of the 35th Neighborhoods USA Conference May 19-22, 2010. Raleigh will serve as the host city for the event. NUSA is a national non-profit organization formed in 1975 to build and strengthen neighborhood organizations by networking between neighborhoods, government and the private sector.
